Essex County’s Evolving System of Care
Traditionally, a System of Care focuses on children and youth with significant or high-risk needs and the families who support them. While Essex County was originally part of the System of Care grant, the county has continued to build on that foundation beyond the life of the grant.
Today, Essex County has expanded its System of Care approach to focus on the wellness of all individuals, families, and communities—not only those who are already experiencing significant challenges.
Essex County takes a proactive, prevention-focused, and “think outside the box” approach to building a stronger system. Rather than waiting for individuals and families to reach a crisis point, we look at what can be done earlier to strengthen protective factors, build resilience, increase connections, reduce stigma, and make sure people know where and how to access support.
Our work is also intentionally data-driven. We look at local data, community needs, assessments, surveys, and information from our partners to identify emerging concerns and opportunities. This allows us to develop meaningful initiatives that respond to what Essex County communities are actually experiencing—not simply replicate traditional programs or approaches.
The result is a System of Care that continues to connect the dots across sectors, bring partners to the table, identify gaps, and create innovative solutions that support wellness at every level.
Essex County’s System of Care is no longer just about responding to high-risk youth and families—it is about creating a community where everyone has the opportunity to thrive.
System of Care GOALS
Our Purpose
The BRIEF Coalition brings together the stakeholders and partners who collectively support Essex County’s System of Care (SOC).
A System of Care is a coordinated network of services, supports, and community resources designed to address the physical, mental, social, emotional, educational, and developmental needs of individuals and families.
BRIEF strengthens this system through cross-system collaboration, community engagement, active problem-solving, and shared responsibility. Our work is centered on identifying community needs, connecting existing resources, addressing gaps, and supporting a comprehensive continuum of services and supports.
Our approach is grounded in trauma-informed care, lived experience, community-based practices, accountability, and cultural and linguistic competence.
BRIEF is about bringing the right people to the table.
No single organization, agency, school, or community can meet every need alone. By working together, sharing knowledge, connecting resources, and building on the strengths already present in Essex County, we can create communities where individuals and families have the support they need to thrive.
Building Resilience in Essex County.
